Nouioui, who was released by Spanish club Deportivo La Coruna at the end of last season, agreed a two-year contract with Neil Lennon's side and will complete his move to Glasgow subject to international clearance.
The 26-year-old scored 24 times in 99 games for Deportivo and Celtic managed to secure his signing despite interest from Spanish side Levante.
Nouioui's arrival follows hot on the heels of Lennon's swoops for Nigerian defender Efe Ambrose, Venezuelan striker Miku Fedor and Slovakian goalkeeper Lubos Kamenar.
"Celtic is a huge club with a magnificent history and a fantastic support," Nouioui said. "I know all about the wonderful atmosphere at Celtic Park and I can't wait to play there.
"I know that Celtic already has a great squad of players and I'm very much looking forward to joining up with my team-mates. And I hope to play my part in bringing success to the club.
"And, of course, I'm also looking to competing in the Champions League with such a great football club."
