The SPL champions have already begun moves to buy the 28-year-old, according to the Greek club.
A Panathinaikos spokesman told the Daily Express:
"Celtic have already spoken to our coach Fernando Santos and he is waiting for them to come back. "Fyssas still has a year of his contract left but he has made it clear that he wants to go to Scotland."
