Lord Stevens has reported "inconsistencies in evidence" provided by the former Newcastle manager Souness and Kenneth Shepherd, son of Magpies chairman Freddy Shepherd.

We knew the way Souness was making sure Rangers got way above market value for many players that changed hands between themselves and Blackburn Rangers as well as Newcastle that the authourities would have to have a wee look at these transfers, and that time has come.
The report mentions nothing about his time at Blackburn Rangers but does mention the signings of Jean Alain Boumsong, Emre Belozoglu, Amady Faye, Albert Luque at Newcastle.
